Minutes for the Planning Commission Meeting of Thursdav, June 27, 2019 <br />Chair Kleissler called the meeting to order at 7:01 p.m. <br />PRESENT: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill <br />ABSENT: Tjernlund. <br />STAFF: Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br />Pledge of Allegiance. <br />Approval of Minutes for the Planning Commission Meeting of May 23, 2019 <br />Commissioner Derr made a motion, seconded by Commissioner Fry/Lessard to approve minutes for the <br />meeting of May 23, 2019. <br />All ayes. <br />Motion carried. <br />Public Hearing: Darin Moxness — Minor Subdivision and Variance Request for 14032 Flay Avenue <br />North. <br />Weber provided background on the minor subdivision and variance request to create two parcels out of <br />one 0.63 acre parcel located on the corner of 140th Street North and Flay Avenue North. The subject lot <br />was previously platted as two lots, lots 5 and 6, block 1, in Traeger's Addition Plat 2. The lots were <br />combined in 2012 and now sits vacant due to a house fire in 2017. The property is zoned central residential <br />district (CR -3), but also falls within the shoreland district. The proposed lots meet the minimum lot size <br />requirement for the CR -3 zoning district of 8,400 square feet. The shoreland district requires a minimum <br />lot size of 15,000 square feet and the proposed lots are 14,875 and 12,560 square feet, therefore a variance <br />is required. Weber provided additional details on the conditions of approval listed in the resolution. <br />Staff recommended the Planning Commission open the public hearing and hear public comment. Staff <br />recommended approval of the minor subdivision and variance request subject to the criteria listed in the <br />draft resolution. <br />Chair Kleissler invited the applicant, Darin Moxness, 10040 140th Street, Hugo, MN 55038, came forward <br />and addressed the Planning Commission. Commissioner Arcand asked whether the outline of the houses <br />are actual plans that will go on the lots. <br />Moxness stated that Parcel A will have a split level home on the lot and that Parcel B is a slab on grade <br />due to the soil boring done on the property. The applicant also stated that he talked to the surrounding <br />property owners and they were in favor of creating two lots. The lots will be sold after the homes are built <br />and will not be rentals. The conditions of approval will be met. <br />Chair Kleissler opened the public hearing at 7:16pm. <br />
