The applicant is proposing to keep the trees and landscape buffer on the east side of <br />the property that borders the ditch. Because of this, the City has reduced the number of required <br />trees by 10%. The applicant is proposing to install 10 overstory deciduous trees, 10 coniferous <br />trees, 7 ornamental trees, and 69 shrubs. The landscape plan will need to be revised to include 7 <br />more trees to meet the required number of trees. The landscape plan shall be revised to show <br />areas that will be sodded and seeded. The applicant has stated the property will be irrigated to <br />water the plants and grass. <br />Because of the sewer easement and right-of-way dedication, the applicant has proposed <br />landscaping and stormwater management within the easement areas. Staff is comfortable with <br />this request and will add condition that an encroachment agreement is executed with the <br />applicant. <br />The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent <br />property and roads not to exceed 1/2 foot candle measured at the property line or 1 foot candle <br />measured at the street's centerline. The applicant has proposed wall mounted downcast light <br />fixtures on the building. It is unclear if the lighting plan meets the requirement of 1 foot candle <br />at measured at the street's centerline. The plans shall be revised show the foot candle calculation <br />measures that the street centerline and meet the requirements under City Code section 90-239 <br />Lighting. The light fixtures shall be of a color that matches the building materials used on the <br />proposed building. <br />Parking <br />Section 90-253 of the City Code provides parking requirements. The existing use, did not <br />require parking spaces. Users of the site will pull up next to their units, unload/load, and leave <br />the site. Further, the City Code does not outline parking requirement for climate controlled <br />storage facilities. The City Code states any use that is not listed in the parking ordinance shall be <br />assigned a parking requirement by the Community Development Director or designee. The <br />applicant is showing seven designated parking stalls for the use. It is in staff s opinion that the <br />peak parking space demand on the property is likely very low. Staff is comfortable with the <br />number of parking spaces provided. <br />Trails <br />Hardwood Creek Trail is on the west side of TH 61. The applicant is not proposing any <br />sidewalks or trails with this development. <br />Signage <br />The Peloquin Industrial Park monument sign is located on this site. The applicant has stated that <br />they plan to remove the existing pylon sign and will propose a new monument sign at a later <br />time. <br />
