Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of April 17, 2019 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from March 20, 2019 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of March 20, 2019. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Adelaide Landing Park Plan <br />The Parks, Recreation, and Open Space Commission reviewed a sketch plan of Adelaide Landing at their July <br />13, 2016 which included an area for a park. Excelsior Group made a proposal for park dedication that <br />included a combination of 7.8 acres of land plus $1,128 per unit in fees. They also proposed to construct a <br />trail system and grade and landscape the park area. The Parks Commission approved the park dedication <br />proposal and discussed working together to plan and construct the park area. <br />At the meeting of January 11, 2019 The Parks Commission heard an update on Adelaide Landing. Ben <br />Schmidt from Excelsior Group informed that Adelaide Landing 111 and 2nd Additions are nearly complete and <br />that the 3rd Addition is ready to start. Excelsior Group is proposing a partnership with the City to complete <br />the park. The City of Hugo would plan the park and install the majority of the park features. Excelsior Group <br />would construct paved areas within the park as a part of their upcoming pavement projects in exchange for a <br />reduction in their park dedication fees. <br />The Parks Commission discussed the partnership and the park configuration. Having a sufficient amount of <br />parking was a priority. A drop off area adjacent to the southern ball field something they wanted to look <br />into. The Commission discussed utilizing the power line easement areas as much as allowable, having strong <br />trail connections between the north and south areas of the park, having large multi -purpose playground and <br />pickleball/basketball courts. A large picnic shelter was desirable given the size of the neighborhood and total <br />reach of the development. This input was passed on to Westwood to guide them in drafting the park site <br />plan. <br />Two site plans have been prepared. Staff recommends that the Commission review the plans for a future <br />park in Adelaide Landing and provide input.
