Request for a sketch plan review for a <br />development called "The Meadows at Hugo" consisting of 84 residential <br />lots on 33.41 acres north of 159th Street and west of Highway 61. <br />DATE: March 15, 2019 for the Parks Commission meeting of March 20, 2019 <br />1. INTRODUCTION: <br />A sketch plan application has been received from Peter Knaeble of Golden Valley Land <br />Company. The applicant is looking for informal comments from the Parks Commission <br />prior to submitting a formal application. A recommendation from the Parks Commission <br />is not needed at this time. <br />2. DESCRIPTION OF REQUEST: <br />The applicant is requesting review and comments on a sketch plan for 84 residential lots <br />on 33.41gross acres. The property is located north of 159th Street and west of Highway <br />61 and is zoned Future Urban Service. To the south of the property is Creekview <br />Preserve which has existing single family homes. The property is bordered on the west <br />by city -owned property, which a portion of the property was dedicated for park purposes <br />with the Oneka Place development. The properties to the north and east are large lots, <br />some occupied by homes, and are zoned Future Urban Service and Restricted Industrial. <br />The property is owned by Thommes and Thomas Land Clearing. The property has <br />existing wetlands and ditch is located on the east side. The property is currently vacant. <br />The property is guided Medium Density Residential and the developer is proposing to <br />meet the density guidelines with a density of 3.04 units per acre. However, the applicant <br />is requesting a Planned Unit Development (PUD) to allow for a reduction in the setbacks <br />and lot sizes. PUDs offer flexibility to develop a site through the relaxation of most <br />normal zoning district standards.
