HUG16015-Parks, Trails, and Open Space DRAFT Chapter 10
08/16/17
Trail and Sidewalk System
The City’s existing trail system consists of multi-use county trails and a series of city- owned pedestrian-bicycle paths, bicycle lanes, bicycle routes, sidewalks, and recreational trails for horses, snowmobiles, hiking, and cross-country skiing.

The majority of Hugo’s trail system consists of city-owned bituminous bicycle-pedestrian paths that are separated from roads. These trails have been constructed as residential
development has occurred within the City and provide links between local neighborhoods and parks. There are also bicycle lanes along portions of Highway 61, CSAH 4 and CSAH 8 that
consist of 8-foot wide paved shoulders or off-road trail. Hugo’s trail system is maintained by the City, County, and by independent associations.
Mixed Traffic Facilities (on road) are paths and walking areas that are provided on the street or on the shoulder of a road. Designated bike and pedestrian areas are identified using paint,
and include facilities such as bike lanes, advisory shoulders, and yield roadways. Many of Hugo’s streets and roadways serve a mix pedestrians and bicyclists. The mixed traffic facilities
identified in this plan are:
Yield Roadway is designed to serve pedestrians, bicyclists, and motor vehicle traffic in the same slowspeed travel area. Yield roadways serve bidirectional motor vehicle traffic
without lane markings in the roadway travel area.
Paved shoulders on the edge of roadways can be enhanced to serve as a functional space for bicyclists and pedestrians to travel in the absence of other facilities with more
separation.
Advisory shoulders create usable shoulders for bicyclists on a roadway that is otherwise too narrow to accommodate one. The shoulder is delineated by pavement marking and
optional pavement color. Motorists may only enter the shoulder when no bicyclists are present and must overtake these users with caution due to potential oncoming traffic.
Bike lanes designate an exclusive space for bicyclists through the use of pavement markings and optional signs. A bike lane is located directly adjacent to motor vehicle travel
lanes and follows the same direction as motor vehicle traffic.
Physically Separated Facilities (off-road) are trails and sidewalks that are separated from the road either by the grade and / or a median. Separated facilities in Hugo provide year-round
recreation opportunities for residents and non-residents to connect with neighbors, enjoy nature, travel to destinations, and use off-road vehicles such as snowmobiles.
Shared Use Path A shared use path provides a travel area separate from motorized traffic for bicyclists, pedestrians, skaters, wheelchair users, joggers, and other users. Shared
use paths can provide a low-stress experience for a variety of users using the network for transportation or recreation. Shared use paths can be paved or unpaved, depending on
the intended user.
Side Path A sidepath is a bidirectional shared use path located immediately adjacent and parallel to a roadway. Sidepaths can offer a high-quality experience for users of all ages
and abilities as compared to on-roadway facilities in heavy traffic environments, allow for reduced roadway crossing distances, and maintain rural and small town community
character
Sidewalk Sidewalks provide dedicated space intended for use by pedestrians that is safe, comfortable, and accessible to all. Sidewalks are physically separated from the roadway
by a curb or unpaved buffer space.
Separated Bike Lane A separated bike lane is a facility for exclusive use by bicyclists that is located within or directly adjacent to the roadway and is physically separated from
motor vehicle traffic with a vertical element.

[Insert more photos of trail types]
