137PARKS , TRAILS AND OPEN SPACE2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />DRAFT Dec14-17 <br />for review only <br />Lions Park <br />Lions Park is a centrally located community park and home to Hugo <br />Good Neighbor Days� It has a large picnic shelter, tennis/pickleball <br />courts, skate park, playground, ball fields, and grass open space. The <br />picnic shelter and garage is maintained and rented out by the Hugo <br />Lions Club� The park is near Hugo City Hall and the Hardwood Creek <br />Regional Trail� <br />Lions Park was the only public active recreation park in Hugo for many <br />years. There were once lit fields that attracted people from all over the <br />metro to see baseball games in Hugo� Lions Park was home to the <br />first playground in Hugo. The property was once the location of Hugo <br />City Hall and a water tower� Hugo City Hall has since been re-built on <br />property adjacent to Lions Park� <br />A master plan for the park was approved in 2015� Future re- <br />development is to include a large park pavilion with picnic spaces, <br />a warming house/ community room, and restrooms� Park amenities <br />would also include a community sports pad (for tennis, basketball, <br />Pickleball and more) open lawn spaces (for gatherings and sports), <br />an amphitheater, and event plaza/splash pad� The park would also <br />feature landscaped entry plazas at the corners as well as internal and <br />external trails� <br />Clearwater Creek Preserve <br />Clearwater Creek Preserve is a 105 acre passive community park <br />that provides unique opportunities for nature oriented recreation� <br />The park is currently used primarily for hiking and dog walking and <br />features an un-improved trail that follows Clearwater Creek� The <br />property was acquired in 2004 and has since been expanded with <br />adjacent development� The property has been used for storm water <br />management but also has recreational benefits. The park does not <br />currently have a master plan� The City’s general vision has been to <br />continue to offer passive park recreation at the park� Currently, there <br />is an improved access with parking at the south end of the park� <br />Trail connections from additional access points around the park are <br />anticipated� <br />Vehicular Circulation & Parking <br />• Main park access off of Fitzgerald, 147th & Finale Ave. N. <br />• Fitzgerald connects all the way through with the parking lot <br />designed to cut the flow / slow traffic. <br />• 90 Degree Parking along Upper 146th ST.
