A2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />Chapter 1 <br />Introduction and Vision <br />The Hugo Comprehensive Plan is a policy document that provides the <br />overall guidance for development and growth in the City for the next <br />20 years and provides the foundation for City decision-making� Along <br />with every other city in the seven-county metro region the City reviews <br />and updates the Comprehensive Plan, as required by State Law� The <br />Comprehensive Plan gives a high-level overview of goals and policies <br />that provide a framework for regulatory tools such as the zoning and <br />subdivision ordinances�
