159TRANSPORTATION2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />DRAFT Dec14-17 <br />for review only <br />Transportation Glossary <br />CIP: Capital Improvement Plan – five-year plan for capital investments <br />in the transportation system and in other capital assets owned by the <br />City (equipment, buildings, etc�)� <br />CR: County Road – county-owned roadway that does not receive <br />State funding� <br />Critical Crash Rate: Statistical indicator of a safety problem at <br />a location� If crash rates at a location are above the critical crash <br />rate, it indicates that the location has a crash rate that is statistically <br />significant compared to similar roadways. <br />CSAH: County State Aid Highway – county-owned roadway that <br />receives State Aid funding� <br />MnDOT: Minnesota Department of Transportation� <br />RBTN: Regional Bicycle Transportation Network – existing and <br />planned regional bicycle network established by the Metropolitan <br />Council� <br />TH: Trunk Highway – State highway owned and operated by MnDOT� <br />TPP: Transportation Policy Plan – Regional transportation plan for <br />the Twin Cities metropolitan region, developed by the Metropolitan <br />Council� <br />Objectives <br />There are three primary objectives of this Transportation chapter: <br />1� To provide a guidance document for City staff and elected <br />officials regarding the planning and implementation of effective <br />transportation facilities and systems over the planning horizon� <br />2� To give private citizens and businesses background on <br />transportation issues and allow them to be better informed <br />regarding the City’s decision-making on transportation issues� <br />3� To communicate to other government agencies Hugo’s <br />perspectives and intentions regarding transportation planning <br />issues� <br />The preparation of the document also has provided stakeholders with <br />the opportunity to have input into the transportation planning process.
