176TRANSPORTATION2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />DRAFT Dec14-17 <br />for review only <br />CR 4/CSAH 4 Corridor Planning <br /> MnDOT, Anoka County, and Washington County long-term plans <br />include an interchange to be located at County Road 4 and I-35E <br />to replace the current overpass� This has shaped the City’s vision <br />for the northern portion of the City located along the corridor from a <br />land-use perspective� It will be important that the City develop a long- <br />range corridor plan for CR 4/CSAH 4 to include right-of-way, roadway <br />section, and access management considerations� <br />Elmcrest Avenue <br />Elmcrest Avenue is a shared roadway with the City of Lino Lakes� The <br />roadway continues to the north of the City to Highway 97 within Forest <br />Lake/Columbus� With a minor realignment to the north of County <br />Road 14 (Anoka County), the roadway could serve as a connection <br />between Ramsey County Road J in White Bear Township and Highway <br />97� A plan for this roadway, including right-of-way, cross-section, <br />alignment, and jurisdictional considerations should be developed <br />between Washington and Anoka County, along with Lino Lakes, Forest <br />Lake, Columbus, and White Bear Township�
