291PUBLIIC FACILITIES2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />Needs Assessment <br />Facilities Needed to Serve Expanding Population <br />The City of Hugo is expected to grow to a population of approximately <br />40,000 by 2040� The existing City Hall, Public Works Facility and Fire <br />Hall were all designed to accommodate additional growth with building <br />expansions� These building expansions have not been scheduled <br />for construction, but may be required prior to 2040� The City should <br />monitor the needs of these facilities and include improvements in the <br />Capital Improvements Program (CIP) as needed� <br />It was assumed that the City will continue to operate with a volunteer <br />fire department and contract with Washington County for police <br />service� However, with the growth of population in the northern <br />portion of the City, as discussed in the Land Use chapter, an additional <br />Fire Hall/Public Safety building may be required in northern Hugo to <br />provide good response time for existing property owners and new <br />residents and businesses in the 2040 Land Use expansion areas� <br />The existing Fire Hall on 140th Street serves the entire City of Hugo� <br />Ambulance service is provided by North Memorial� They are able to <br />provide service to the City for the foreseeable future and have the <br />capacity to serve Hugo’s growing population� <br />The addition of a new Fire Hall/Public Safety building in northern Hugo <br />would provide more comprehensive coverage for the City and would <br />allow the City to: <br />• Improve the response time to homes and businesses in <br />northern Hugo� <br />• Meet the demand for increased services due to increased <br />growth in the City� <br />• Provide back up to the existing Fire Hall� <br />In addition to serving as the Public Works Facility and City Hall, <br />these existing buildings also office the contracted police staff from <br />Washington County� With the growth of the City, an expansion of <br />the existing Public Works Facility building may be required� The City <br />should consider partnering with Washington County as expansions are <br />needed for the Public Works Facility and City Hall� <br />The City of Hugo should prepare a comprehensive needs assessment <br />to determine when expansions to the Public Works Facility and City <br />Hall are necessary and to ensure that the location of the new Fire Hall/ <br />Public Safety building would be in a location that would best serve the <br />needs of the community� <br />Financing Building Improvements <br />The City should plan for building renovations, expansions and <br />replacements based on the useful life of the facility� The city should <br />monitor the facility needs and include improvements in the CIP as <br />needed� <br />Image Placeholder
