<br />Page 2 of 3 <br />Parks Commission Minutes <br />November 15, 2017 <br />Len Pratt indicated they are proposing 11.2 acres of land and fee dedication of $424,800. The <br />sketch included possible baseball fields, sport courts, pavilion, trails and parking area for the <br />playground space. <br /> <br />Clarke suggested that the wooded area could be used as a buffer between the trail systems and <br />would preserve trees and would help service the animals. <br /> <br />Tennyson referred to area that was drafted for a baseball field, questioning the lack of parking <br />spaces. Morre-Arcand agreed that the parking space offered isn’t enough for use. She asked <br />why the lots adjacent to the [city-owned] land weren’t dedicated for the park. Len Pratt <br />informed that the road by the water tower is required to provide connectivity to existing <br />properties. The cost to pave/construct the road is balanced out with the lots to financially <br />break even. <br /> <br />Pratt informed that the homes proposed for construction are going to be built by Capstone <br />Homes who is partners with Lumber Liquidators. They are villa homes targeted to empty <br />nesters. Len Pratt offered to help rent a grubber and spread the chips on this trails with hopes <br />they can be constructed right away. He also volunteered to help with the improvements at <br />Clearwater Creek Preserve, knowing the trail there also needs more wood chips placed/spread. <br /> <br />Planner Rachel Juba reminded the commission members that the park amenities are only <br />drafted to give suggestions and show what is possible, but that only park land is to be <br />dedicated. Any costs to construct the optional amenities would be the City’s. Following <br />completion of the wetland delineation report the land that is available to be dedicated will be <br />confirmed as land that is wetland cannot be counted for dedication. <br /> <br />3. Clearwater Creek Preserve Improvements <br /> <br />Sarah Rumppe, Community Development Intern gave a presentation regarding improvements <br />at Clearwater Creek Preserve. She shared ideas and sketches of: <br /> <br />• Clearing brush to create windows to view the picturesque creek <br />• Creating creek access with bordering edges established with large sitting rocks <br />• Working with developers to connect trails and improving trail vision <br />• Changing trail location to eliminate wetland issues <br />• Defining areas at the north end of the site by opening the canopy <br />• Providing seating along the paths, specifically near the creek <br /> <br />Clarke encouraged educational signs, plaques or billboards be incorporated along the trail. <br /> <br />Commission members were pleased to see the sketches and were favorable of making the <br />discussed changes. <br />
