Background <br /> <br />In 2017, the City initiated the comprehensive planning update process as required by State Law. <br />Throughout the year, several workshops and open houses were held and two surveys administered <br />to understand issues and priorities that have changed since the 2030 Comprehensive Planning <br />process completed in 2008. <br /> <br />The purpose of tonight’s meeting is to review the components of the 2040 Comprehensive Plan <br />Updates. <br /> <br />2. Summary <br /> <br />Summary of Parks Commission Meetings <br /> <br />On March 22, 2017 Parks Commission was asked to provide feedback related to the <br />Comprehensive Plan. Parks Commissioners were asked what was going well with the Parks and <br />what would help you make better decisions about parks policy in the Comprehensive Plan Update. <br />Staff heard that overall the parks are functioning well and that there are no major items that need to <br />be updated in the plan, but that making it easier to use would be valuable. <br /> <br />On June 21, 2017 Parks Commission reviewed feedback from the April 19, 2017 Open House and <br />changes to the City and Parks system since 2008. At this meeting, staff reviewed local, state, and <br />national policies that impact parks planning processes and discussed the role of the Comprehensive <br />Plan in parks planning processes. The following is a list of policy items and resulting discussion by <br />the Parks Commission: <br />• New Neighborhood Park Service Area boundaries were confirmed on the northwest corner of <br />the MUSA boundary to better reflect future population density. <br />• Community Park Search Areas were reviewed and Parks Commission determined that the <br />park search areas in the southeast and downtown areas were satisfied by Lions Park, the <br />acquisition of land for Irish Avenue Park and the construction of Hanifl Fields. The remaining <br />search area in the northwest corner of the MUSA will remain. The Community Park Search <br />Area Map and the Neighborhood Park Service Area Map will be combined. <br />• Recreation facility needs identified in the 2030 Comprehensive Plan were reviewed and <br />parks commission determined that a multi-use soccer complex and an indoor / outdoor <br />community park facility are being satisfied by recent construction of Hanifl Fields and the <br />Lions Park Master Plan.
