83HOUSING2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />Chapter 4 <br />Housing Plan <br />A community is made up of residents, businesses and institutions� <br />One of the primary purposes of a community is to serve as a place of <br />residence for its citizens� Offering a mix of housing opportunities to <br />meet the needs of existing and future residents is often a challenge <br />for local governments� As people go through various stages and/or <br />changes in their lives, their needs and desires for different types of <br />housing change� Further, the challenges of providing different types of <br />housing are often beyond the control of the community� Nevertheless, <br />there is a lot that local governments can do to address housing needs <br />within the community�
