Background <br />The City has begun the comprehensive planning process as required by State Law. <br />As part of this process, the City hosted a joint Council/Commission workshop and an open house <br />with residents to review the vision for the City and to understand key issues of residents. The City <br />also posted a survey on their web site to supplement the workshops. Residents that could not make <br />it to one of the events were encouraged to provide feedback using the online survey. Residents, <br />Council members, and Commissioners were asked questions related to the strengths, weaknesses, <br />opportunities, and issues that stand in the way of achieving the City's goals. <br />The joint Council and Commission workshop was held on February 27, 2017, and an Open House <br />Workshop was held for the community on April 19, 2017 where 125-130 people attended. Hugo <br />received 11 responses to the online survey. <br />The purpose of tonight's meeting is to review the components of the 2030 Comprehensive Plan and <br />to review areas that need to be updated. <br />2. Agenda Summary <br />Summary of March 22, 2017 Parks Commission Meeting <br />On March 22, 2017 Parks Commission was asked to provide feedback related to the <br />Comprehensive Plan. Parks Commissioners were asked what was going well with the Parks, and <br />what would help you make better decisions about parks policy in the Comprehensive Plan Update. <br />Staff heard that overall the parks are functioning well, and that there are no major items that need to <br />be updated in the plan, but that making it easier to use would be valuable. <br />What's changed since the 2030 Update <br />Several things have changed since completing the Parks Plan as part of the 2030 Comprehensive <br />Plan. Changes include: <br />• Demographics. Hugo's population continues to grow, though not at the pace identified in the <br />2030 Plan.
