Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of March 22, 2017 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from January 11, 2017 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of January 11, 2017. <br />*There are no minutes from the meeting scheduled for February 1, 2017 because wasn’t a quorum. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Adelaide Landing Park Dedication Proposal <br />Excelsior Group has submitted an application requesting approval of a Preliminary Plat and Planned Unit <br />Development (PUD) for a residential development to be known as “Adelaide Landing”. The preliminary plat <br />includes 319 single family residential lots on 146.2 buildable acres. The development is generally located <br />north of 130th and east of Highway 61. The plan includes residential lots, preserved wetlands, stormwater <br />ponding areas, a park, sidewalk and trail connections, and road connections. <br />Excelsior Group has made a park dedication proposal that includes a combination of 7.8 acres of land and <br />payment of fees in the amount of $1,128 per unit. They are also proposing to construct 1.5 miles of trail <br />and grade and landscape the park. <br />Staff recommends that the Parks Commission approve the park dedication proposal and support the off‐road <br />trail improvements and park landscaping and grading. Staff also recommends that the Parks Commission <br />have discussion on the City’s option to construct the remaining park improvements (playground, parking <br />areas, and park shelter, etc.) to be continued at a future meeting. <br />THE STAFF MEMO AND PARK DEDICATION PROPOSAL ARE ATTACHED. <br />Comprehensive Plan Workshop <br />Kendra Lindahl, of Landform Inc will be at the meeting to get input from the Parks Commission on the 2040 <br />Comprehensive Plan updates. <br />AN AGENDA IS ATTACHED. THE PARKS, TRAILS, AND OPEN SPACE PLAN CAN BE FOUND HERE: <br />http://www.ci.hugo.mn.us/2030_comp_plan <br />Pollinator Project <br />Washington County Pheasants Forever Chapter is proposing to utilize 3 acres of Irish Avenue Park to plant <br />pollinator supporting plants and flowers. They will be looking to get funding for the project from Pheasants <br />Forever. Local volunteers from 4‐H, the Elementary schools, and more may be involved. The project would <br />start in May and be ongoing for 5 years. Staff recommends approval of the partnership. <br />A PROPOSAL EMAIL IS ATTACHED.
