Motion carried. <br /> Approve Advertisement for Quotes for JD 2 Minor Maintenance Proiect <br /> City Engineer Mark Erichson explained that the City has an agreement with the Rice Creek <br /> Watershed District(RCWD)pertaining to the maintenance of Judicial Ditch 2. Every year the <br /> District dedicates $40,000 to Hugo for maintaining the ditch, keeping it free of obstructions and <br /> operating as originally intended. Hugo had periodically performed maintenance, but no <br /> significant projects had been completed recently. The City has approximately $150,000 <br /> available to perform maintenance, and if the project proceeds into 2020, an additional $40,000 <br /> would be available. The RCWD had indicated it might have some annual maintenance funds <br /> available as well. Plans and specifications had been completed for the entire section of ditch <br /> Hugo has yet to maintain, which is from 3/4 mile east of Harrow Avenue to TH 61 then <br /> southeast to 165 h Street. The project specifications are set up to limit the contractor to available <br /> funds, yet maximize how much the City can complete with this contract. Erichson stated doing a <br /> larger project was a more cost effective approach. <br /> Miron made motion, Klein seconded, to approve RESOLUTION 2019-46 APPROVING <br /> PLANS AND SPECIFICATIONS AND ORDERING QUOTE REQUEST FOR THE 2019 <br /> JUDICIAL DITCH 2 MAINTENANCE PROJECT. <br /> All Ayes. Motion carried. <br /> Yellow Ribbon Network Update <br /> Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow <br /> Ribbon Network activities held recently. The next Burger Night will be sponsored by the <br /> Highway Federal Credit Union. Haas shared photos including one of a letter from Health <br /> Partners stating Jeff Loeks received a grant of$1,000 to donate to any charity, and the Loeks <br /> chose the Hugo YRN. The YRN received a thank you from the 133rd Airwing for care packages <br /> from the Lutheran Bible Camp. Fleetfarm is donating a pallet of care packages and 3M is <br /> donating more command hooks. The YRN is receiving many requests for snowplowing and <br /> meals. <br /> Schedule Workshop to Discuss Possible Public Works Facility Expansion <br /> Consistent with the Council's goals and authorized by the Council, staff had been working with <br />
