CITY OF HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br />Memorandum <br />TO: Bryan Bear, City Administrator <br />FROM: Rachel Juba, Community Development Director <br />SUBJECT: 2040 Comprehensive Plan. Adoption of the Hugo 2040 Comprehensive Plan <br />DATE: November 14, 2019, for the City Council Meeting of November 18, 2019 <br />Background: <br />In 2017, the City initiated the planning process to update the 2030 Comprehensive Plan that was <br />completed in 2008. As part of the 2040 Comprehensive Plan update, the City has held several <br />meetings with residents, Commissions, and Council to gather feedback and understand <br />community priorities and what has changed since that time. <br />The City Council reviewed the Comprehensive Plan and held a public hearing on April 4, 2018. <br />At that time, Council approved the 2040 Comprehensive Plan for distribution to affected <br />jurisdictions and to the Metropolitan Council for preliminary review. On March 4, 2019 the City <br />Council considered all comments and authorized submittal of the Comprehensive Plan to the <br />Metropolitan Council. <br />2. 2040 Comprehensive Plan: <br />Following submission of the Comprehensive Plan, staff worked closely with the Metropolitan <br />Council to satisfy comments on the plan. The Metropolitan Council deemed the Comprehensive <br />Plan complete for review on August 22, 2019 and at its October 23, 2019 meeting the <br />Metropolitan Council approved the 2040 Comprehensive Plan. Most of the changes made <br />through the review process were minor with one notable change as follows; <br />• A Fair Housing Policy has been included in the housing chapter as Appendix 4-2. The <br />Fair Housing Policy will be adopted as part of the 2040 Comprehensive Plan adoption. <br />The updated Comprehensive Plan is available on City's website at: <br />https://www.ci.hugo.mn.us/2040coMppl <br />The Local Water Supply Plan, as required by the MN DNR, is included in the Comprehensive <br />Water Supply and Distribution Plan as Appendix 9-1.
