Sketch Plan Review and <br />Conditional Use Permit for exterior storage for a property located at <br />13XXX Fenway Boulevard North. <br />DATE: November 26, 2019 for the City Council Meeting on December 2, 2019. <br />ZONING: General Industrial District (I-3) <br />REVIEW DEADLINE: December 7, 2019 <br />1. PLANNING COMMISSION UPDATE: <br />At its November 21, 2019 meeting, the Planning Commission considered the sketch plan review <br />and conditional use permit applications submitted by ISD #624 White Bear Lake Area Schools <br />and held a public hearing. Staff provided background on the sketch plan and recommended that <br />the Planning Commission provide comments to the applicant on the circulation of the site, the <br />proposed fencing and screening, and access to the site. Staff also used the standards outlined in the <br />City Code to review the conditional use permit and recommended approval of the request. <br />Tim Wald from the White Bear Lake School District and Sal Bagley from Wold Architects and <br />Engineers addressed the Planning Commission and described the intended use of the property. The <br />proposed transportation and maintenance facility will help service the expanding district by <br />providing special education bus routes and special event transportation. During the school week, <br />approximately 30 buses will depart daily in the morning from 6:00 to 7:00 AM at staggered times <br />and will likely return back to the facility by 9:00 AM. Another 30 buses will depart around 2:00 <br />PM for the afternoon routes and return to the facility by 5:00 PM. Approximately 10 buses or <br />vehicles will be used daily for special events and will be departing and returning at varied times. <br />Bagley stated that the sketch plan is still conceptual at this time and the School District is open to <br />negotiating the site alignment and landscaping based off of the provided feedback. <br />There were two residents from the Creekview residential neighborhood who spoke at the public <br />hearing. Comments included concerns about the semi -truck traffic on Fenway Boulevard and how <br />noise and odors from exhaust will be mitigated. One resident was particularly concerned with the <br />possibility of semi -trucks lining up on Fenway Boulevard. It was suggested that the building and <br />
