Page 5
The Victor Gardens PUD general plan requires all building materials to be of high quality and
constructed of durable materials. The PUD general plan also require cohesive, French
architecture to be incorporated throughout the development. The applicant has pulled elements of
Provincial Architecture, a style found in rural France, into the building design along with like
materials and colors from surrounding buildings. Such architectural elements include the
mansard style roof line, steep gables, and tall windows to incorporate height.
It is in staff's opinion that the applicant has done a good job in complying with the spirit and
intent of the Victor Gardens PUD general plan. They have created a clear main entrance,
incorporated French architectural elements within the roof line and gables, and using similar
materials to existing buildings within the development by using the brick veneer and
manufactured stone. Staff will continue to work with the applicant on the color of materials and
approval of the material sample board is listed as a condition of approval.
Signage
There is an existing monument sign on site for the Victor Gardens development. The applicant
shows the monument sign remaining on site.
The applicant is showing on the plans a wall sign on the east and south sides of the building. The
applicant will need to apply for a sign permit and all details will be reviewed and approved at
that time. Although staff believes the general location of the sign is appropriate, the applicant
will have to meet the criteria in section 90-265 of the City Code, which requires individual pin
mounted channel lettering. No raceways are allowed.
Ponding and Stormwater Management
The applicant has submitted their Stormwater Management Plan for the proposed site and meets
the appropriate storage, rate control, treatment, and volume reduction for the overall
development. The project proposes to utilize an existing regional stormwater pond to meet
ponding and stormwater requirements. The existing pond is located in the southeast corner of
Elmcrest Avenue North and Rosemary Way and was designed to include the proposed Heartland
Credit Union site. The pond was recently surveyed to ensure the capacity of the pond is still
adequate. The proposed site fits within the original approved design for the overall Victor
Gardens development and meets the City's stormwater management requirements. There is no
stormwater reuse on site as there is not a pond with capacity or within vicinity of the site to be
reasonably feasible.
Utilities/Grading
Water service is available by connecting to the existing watermain on either the east side or the
north side of the proposed building and the sanitary sewer service will be extended from the
existing sanitary service stub on the east side of the proposed building.
Staff is currently working with the applicant to finalize the grading, site, and utility plans,
specifications, and details. The City will issue the drainage permit and construction plan
5
