Theisen, P.E. Director Wayne H. Sandberg, P.E. Deputy Director/County Engineer We have reviewed the.Preliminary Plat of Rice Creek Reserve dated 10/22/2019, in Section 28, City of Hugo. The project consists of 90 lot subdivision on 51.54 acres of land with access to County State Aid Highway (CSAH) 8 / Egg Lake Road N. and Goodview Avenue N. The project will involve grading, installation of public and private infrastructure, local road improvements, stormwater ponds and the construction of single family residential homes. Based on the plans submitted, we offer the following comments: • The future right-of-way width along CSAH 8/Egg Lake Road is 120 feet (60 feet from the centerline of the roadway). The preliminary plat identifies 50 feet from the centerline east of CSAH 8/Egg Lake Road, outside of the plat and 33 feet from the centerline south and west of CSAH 8/Egg Lake Road, outside of the plat. Please verify if the future 60 foot right- of-way impacts Blk 4, Lot 20 on the preliminary plat. • The access point on CSAH 8/Egg Lake Road is acceptable to the County. A Washington County access permit will be required from the City of Hugo for the new local street. • The Bypass Lane on Page 7 of 13, Preliminary Site and Utility Plan is not acceptable. A westbound right- turn lane and a center left- turn lane should be constructed. A plan section shall be reviewed and approved by the county traffic engineer. • The Washington County Comprehensive Plan 2040 does not identify a county or regional trail along this section of CSAH 8/Egg Lake Road. If the City of Hugo plans to connect the identified trail within the development to the park land to the east, within county right-of-way, it must be approved by the county engineer • Washington County's policy is to assist local governments in promoting compatibility between land use and highways. Residential uses located adjacent to highways often result in complaints about traffic noise. Traffic noise from this highway could exceed noise standards established by the Minnesota Pollution Control Agency (MPCA), the U.S. Department of Housing and Urban Development, and the U.S. Department of Transportation.
