Zoning amendment request to rezone from the Long Term <br />Agricultural Zoning District to the Agricultural Zoning District for the <br />property located at 9822 152" d Street North. <br />DATE: December 30, 2019 for the City Council Meeting on January 6, 2020. <br />ZONING: Long Term Agricultural District (LA) <br />REVIEW DEADLINE: February 27, 2020 <br />1. PLANNING COMMISSION UPDATE: <br />At its December 19, 2019 regularly scheduled meeting, the Hugo Planning Commission <br />considered the zoning amendment request to rezone from the Long Term Agricultural Zoning <br />District to the Agricultural Zoning District submitted by Ed Tschida and held a public hearing. No <br />one came forward at the public hearing. Staff provided background and recommended approval of <br />the request. The Planning Commission agreed that the request met the criteria necessary to approve <br />the application and recommended approval of the zoning amendment to the City Council. <br />2. DESCRIPTION OF REQUEST: <br />Ed Tschida is requesting to rezone his property from the Long Term Agricultural Zoning District <br />to the Agricultural Zoning District. <br />3. BACKGROUND: <br />The Minnesota Agricultural Land Preservation Program was established in 1984, which consists <br />of tools for agricultural land preservation at the local level. The program provides tax relief to <br />agricultural land within the conservation program. State statute requires the property enrolled in <br />this program to be zoned Long Term Agricultural. It also requires the property to remain within <br />the conservation program for eight years. After the eight years, the property owner may request to <br />leave the program. <br />
