we anticipate a paving project on Elmcrest Ave in southern Hugo and Cedar Street in Lino <br />Lakes. Park and trail improvements will be constructed in Adelaide Landing. <br />Ditches. The Rice Creek Watershed District plans to undertake a maintenance project <br />along Judicial Ditch #3 this year. The ditch runs through several neighborhoods and work will <br />be disruptive. Work on this important piece of infrastructure will improve drainage for a large <br />area within the City. City staff is leading a project that is now underway for maintenance on a <br />significant section of Judicial Ditch #2. Funds for this project are provided by the RCWD. <br />South Water Tower. We hope to see work completed on the new water tower on 1251h <br />Street. While the tower is supposed to be complete by July 15, the contractor has declared <br />bankruptcy. The bankruptcy issue significantly complicates the project, and will result in <br />additional time devoted to this project at a staff level to ensure progress is made. Discussion will <br />occur concerning the fate of the old tower on 130th street, which will no longer be needed to <br />support the City's water supply system. A follow-up project will be to remove the pressure <br />reducing valve that currently serves as the main connection between the city's two water towers. <br />Bridges. City consulting staff has completed inspections of several city bridges that will <br />need maintenance work. Staff will propose inclusion of bridge maintenance activities into the <br />CIP. <br />Highway 61. Last year, Council added a goal to begin discussions with MnDOT and <br />Washington County to talk about eventual improvements and expansion of Hwy 61. Those <br />discussions have been hinting at a project in 2020 for re-evaluation of the Hwy 61 Corridor Plan. <br />Water: <br />White Bear Lake Lawsuit. In January, the Supreme Court will hear oral arguments of <br />this case, with a decision likely in early spring. Depending on the result, there could be <br />significant time spent on this issue again in 2020. <br />Stormwater re -use. Construction will be ongoing in the spring to finish several <br />additional re -use projects, including those in private developments and the city's phase 2 project <br />in Waters Edge. The City has also received grant monies for a project on CSAH 8, and the <br />Council will decide whether to proceed with work on that project. Staff continues to seek <br />outside funds for other re -use projects. <br />Water Conservation. Many of the measures the city has implemented for water <br />conservation may be impacted pending the Supreme Court's ruling on the White Bear Lake <br />issue. This spring, staff is implementing a program using grant dollars from the Met Council that <br />should result in the installation of smart irrigation controllers for hundreds of Hugo residents. <br />Regional water studies that impact Hugo continue to be developed and updated. Staff <br />reviews this data, participates on many task forces and committees and is involved in regional <br />discussions involving water use. Phil Klein remains as a member of MAWSAC. <br />
