wsb January 30, 2020 Honorable Mayor and City Council City of Hugo 14669 Fitzgerald Avenue North Hugo, MN 55038 Re: 2020 Goodview Avenue Improvement Project Public Hearing —Consider Ordering Improvements WSB Project No. 014873-000 Dear Mayor and Council, On October 21, 2019, Hugo City Council was presented with a Capital Improvements Plan identifying and prioritizing roadway improvement projects. Upon approval of the Capital Improvement Plan, City Council authorized the preparation of a feasibility study for the Goodview Avenue Improvement Project. Staff had completed the feasibility study and City Council had accepted the study at its January 6, 2020 City Council meeting and called for a Public Hearing to be held on February 3rd, 2020. Proposed improvements to Goodview Avenue North from the southern city border to Egg Lake Road / 137th Street/County Road 8 include the following: • bituminous pavement reclamation (Option 1— 24-foot width, Option 2 — 26-foot width), • minor subgrade corrections, • minor drainage improvements, and • grading and culvert replacement only as necessary to address isolated drainage issues • potential extension of sanitary sewer and watermain from its existing location along 130tn Street to Goodview Avenue and north on Goodview Avenue approximately 500 feet. Funding for the project will be provided through assessments to benefiting properties, City Street Funds, and the City's Municipal State Aid Funds. Grant funding, if available, will be pursued for the project during final design.
