wsb <br />January 30, 2020 <br />Honorable Mayor and City Council <br />City of Hugo <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br />Re: 2020 Goodview Avenue Improvement Project <br />Public Hearing —Consider Ordering Improvements <br />WSB Project No. 014873-000 <br />Dear Mayor and Council, <br />On October 21, 2019, Hugo City Council was presented with a Capital Improvements Plan identifying <br />and prioritizing roadway improvement projects. Upon approval of the Capital Improvement Plan, <br />City Council authorized the preparation of a feasibility study for the Goodview Avenue Improvement <br />Project. Staff had completed the feasibility study and City Council had accepted the study at its <br />January 6, 2020 City Council meeting and called for a Public Hearing to be held on February 3rd, 2020. <br />Proposed improvements to Goodview Avenue North from the southern city border to Egg Lake Road <br />/ 137th Street/County Road 8 include the following: <br />• bituminous pavement reclamation (Option 1— 24-foot width, Option 2 — 26-foot width), <br />• minor subgrade corrections, <br />• minor drainage improvements, and <br />• grading and culvert replacement only as necessary to address isolated drainage issues <br />• potential extension of sanitary sewer and watermain from its existing location along 130tn <br />Street to Goodview Avenue and north on Goodview Avenue approximately 500 feet. <br />Funding for the project will be provided through assessments to benefiting properties, City Street <br />Funds, and the City's Municipal State Aid Funds. Grant funding, if available, will be pursued for the <br />project during final design.
