RESOLUTION NO. <br />A RESOLUTION ORDERING THE PROJECT AND <br />AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE <br />2020 GOODVIEW AVENUE IMPROVEMENT PROJECT <br />WHEREAS, pursuant to resolution of the Council adopted October 21, 2019, a report was prepared by WSB. with <br />reference to the improvement of Goodview Avenue from the southern City border to Egg Lake Road (137th <br />Street/County Road 8); and <br />WHEREAS, it is proposed to complete improvements which includes reclaiming the existing bituminous pavement, <br />minor subgrade corrections, minor drainage improvements, and bituminous paving to a width of 26-ft along Goodview <br />Avenue from the southern City border to Egg Lake Road (137`h Street/County Road 8) as well as the extension of <br />utilities from their location along 130a` Street east to Goodview Avenue and north to along Goodview Avenue for <br />approximately 500 feet and to assess benefited properties for all or a portion of the improvement, pursuant to <br />Minnesota Statutes, Chapter 429: <br />WHEREAS, the City intends to assess benefited properties for all or a portion of the aforementioned improvements, <br />pursuant to Minnesota Statutes, Chapter 429, and <br />WHEREAS, the City Council has received and accepted the feasibility report prepared by the City Engineer on <br />January 6, 2020, for the 2020 Goodview Avenue Improvement Project; and <br />WHEREAS, a resolution of the City Council adopted on the January 6, 2020, fixed a date for the Council public <br />hearing on the proposed improvements; and <br />WHEREAS, ten days' mailed notice and two weeks' published notice in advance of said public hearing was given and <br />the hearing was held thereon on the February 3, 2020, at which time all persons desiring to be heard were given an <br />opportunity to be heard thereon. <br />NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO: <br />1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report for the 2020 <br />Goodview Avenue Improvement Project. <br />2. Such improvement is hereby ordered as proposed in this Council resolution adopted February 3, 2020. <br />3. The improvements described in the notice of public hearing and the feasibility report are hereby designated <br />and shall be known as the 2020 Goodview Avenue Improvement Project. <br />4. The City Council shall authorize WSB to prepare plans and specifications of said improvements. <br />5. The City Council shall let the contract for all or part of the work for said improvements or order all or part of <br />the work done by day labor or otherwise as authorized by Minnesota Statutes, Section 429.041, Subdivision 2 <br />within one year of the date of this Resolution ordering said improvements. <br />Council members voting AYE: <br />Council members voting NAY: <br />Whereupon said resolution was declared passed and adopted this 3rd day of February 2020. <br />Tom Weidt, Mayor <br />ATTEST: <br />Michele Lindau, City Clerk <br />
