BACKGROUND: The Blue Heron Bar and Grill, 14725 Victor Hugo Boulevard, has applied for a Special Event Permit for their annual outdoor tent party to be held on Friday, June 19, and Saturday, June 20, 2020. A Special Event Permit approved by Council is necessary because alcohol will be sold outdoors, approximately 500 people are expected to attend, it will extend after dark, and there will be amplified music. This event has been held for the past seven years and there have been no issues in recent years. 2. DESCRIPTION OF EVENT: The event will consist a band playing each night from 8:30-midnight. The music will be outdoors in a tent adjacent to the west entrance of the building. There is a $10-12 admission fee. A bean bag tournament will be held during the day on Saturday. Alcohol will be sold and served in the tent area. The event is outlined in detail below. Parking The event tent will occupy a portion of the Blue Heron parking lot. The Blue Heron also has a shared parking agreement with the property to the north occupied by Festival Foods and adjacent businesses in the Victor Gardens North Village shopping center. Blue Heron Assistant General Manager Amy Lindberg will contact the property owner regarding the use of the lot and agreed to leave several rows in front of Festival Foods open during their business hours. Blue Heron will have private security patrolling the parking lot during the event. The Ideal Credit Union and the Health Partners Clinic have also agreed to allow parking in their lots after business hours. A cleanup crew will be in the parking areas between 6-8 a.m. both Saturday and Sunday morning to pick up any litter. Stage Structure and Tents A 140' X 40' tent will be rented and installed by a professional company. The tent will be of fire retardant material, and no smoking will be permitted inside the tent. The stage, lights, and sound will also be set up by professionals who will assist in determining the best configuration to control the sound and lights away from adjacent properties.
