RESOLUTION NO. 2020 —14 <br />A RESOLUTION RECEIVING BIDS AND RECOMMENDING LINO LAKES AWARD A <br />CONTRACT TO NORTH VALLEY, INC. FOR THE EAST CEDAR STREET & 24TH <br />AVENUE/ELMCREST AVENUE NORTH IMPROVEMENT PROJECT <br />WHEREAS, the City Council of Hugo and City Council of Lino Lakes entered onto a Joint Powers <br />Agreement to Complete this project, and, <br />WHEREAS, both Councils previously directed the City Engineer to advertise for bids for the above - <br />referenced project, and <br />WHEREAS, bids were initially publicly received and opened on August 15, 2019, but not awarded due <br />to higher bid prices, and, <br />WHEREAS, bids were publicly received and opened for a second time on January 28, 2020, and, <br />WHEREAS, City of Lino Lakes has agreed to enter into contract to complete this project if the bids are <br />acceptable to both cities; <br />NOW, THEREFORE, IT BE RESOLVED, by the City Council of the City of Hugo, Minnesota, as <br />follows: <br />1. All bids for the construction of the Cedar Street & 241 Avenue/Elmcrest Avenue <br />Improvement Project have been received and are tabulated on the attached summary. <br />2. The base bid of North Valley, Inc. in the amount of $700,636.80, for the construction of <br />said improvements, is in accordance with the plans and specifications and advertisement <br />for bids and is the lowest responsible bid. <br />3. The Base Bid is deemed acceptable to the City of Hugo, and the City of Hugo <br />recommends that Lino Lakes enter into a contract with said bidder for the construction of <br />said improvements for and on behalf of the City of Hugo for the base bid only. <br />4. The City Clerk is hereby directed to notify Lino Lakes that the City of Hugo recommends <br />that as the lead agency, City of Lino Lakes, award a contract to North Valley, Inc. for the <br />base bid only, in the amount of $700,636.80. <br />Council members voting AYE: Haas, Klein, Miron, Petryk, Weidt <br />Council members voting NAY: None <br />Whereupon said resolution was declared passed and adopted this 2nd day of March 2020. <br />Tom Weidt, Mayor <br />ATTEST: <br />W� <br />Michele Lindau, City Clerk <br />
