Zoning amendment request to rezone from <br />the Long Term Agricultural Zoning District to the Agricultural Zoning <br />District for the property located at 15500 Keystone Avenue North. <br />DATE: April 16, 2020 for the City Council Meeting on April 20, 2020. <br />ZONING: Long Term Agricultural District (LA) <br />REVIEW DEADLINE: June 17, 2020 <br />1.PLANNING COMMISSION UPDATE: <br />At its April 9, 2020 regularly scheduled meeting, the Hugo Planning Commission considered the <br />zoning amendment request to rezone from the Long Term Agricultural Zoning District to the <br />Agricultural Zoning District submitted by Charles and Marykay Haas and held a public hearing. <br />No one came forward at the public hearing. Staff provided background and recommended approval <br />of the request. The Planning Commission agreed that the request met the criteria necessary to <br />approve the application and recommended approval of the zoning amendment to the City Council. <br />2.DESCRIPTION OF REQUEST: <br />Charles and Marykay Haas are requesting to rezone their property from the Long Term <br />Agricultural Zoning District to the Agricultural Zoning District. <br />3.BACKGROUND: <br />The Minnesota Agricultural Land Preservation Program was established with the passage of the <br />Agricultural Land Preservation Policy Act of 1984, which consists of tools for agricultural land <br />preservation at the local level and a program to create awareness of agricultural land preservation <br />and conservation tools. With this act, counties adopting agricultural land preservation plans can <br />offer agricultural preserves, which limitsthe use of the land to agriculture or forestry. In return, <br />property owners that opt into the program receive property tax credits and protection for normal <br />agricultural practices. The program also provides tax relief for agricultural and conservation land <br /> <br />
