While evaluating costs for options to keep access open to 130th Street, staff <br />identified the potential need for the mill and overlay associated with the use of 129th Street <br />should any damage occur due to the increased use of this private road. Even with this potential <br />cost, this option was deemed to be the least expensive option and provide the best access. An <br />agreement was reached with the home owners association to utilize 129th Street for access. Prior <br />to construction starting, staff had taken photos and video of the condition of 129th Street to <br />document the pre-construction condition of the roadway. This spring, staff reviewed the <br />conditions of 129th Street and have noticed some additional cracking in the roadway that <br />warrants completing a mill and overlay improvement on 129th Street . Staff has prepared Change <br />Order No. 1 in the amount of $28,474.20 for the mill and overlay of 129th Street and is <br />recommending approval by City Council. <br /> <br />I.2 Presentation of the 2020-2024 Capital Improvement Program <br /> <br />The Finance Department has assembled a Capital Improvement Program with various road <br />projects and other capital expenditures for the years 2020 through 2024. An updated Capital <br />Improvement Plan is required if the City Council wishes to issue Capital Improvement Bonds. <br />The Capital Improvement Plan may be amended annually by the City Council. As such, the <br />Finance Department strives to continually update the CIP as circumstances dictate. The Finance <br />Department recommends that the CIP be sent to the Planning Commission for their review and <br />approval. It will then be returned to the City Council for final approval. <br /> <br />K.1 Update on the Yellow Ribbon Network <br /> <br />Council Member Chuck Haas and Phil Klein will report to Council on the Yellow Ribbon <br />Network activities held recently. <br /> <br />M.1 Schedule City Administrator Performance Review <br /> <br />At its May 4, 2020, meeting, Council tabled the scheduling of City Administrator Bryan Bear’s <br />annual performance review due to the uncertainties related to COVID-19.
