<br /> <br />Minutes <br />HUGO CITY COUNCIL WORKSHOP ON <br />PUBLIC WORKS FACILITY <br />REMOTE MEETING <br />THURSDAY, MAY 14, 2020 – 3:00 P.M. <br /> <br /> <br />Meeting was held remotely pursuant to MN Statute Sec. 13D.021 <br /> <br /> <br />Mayor Weidt called the workshop to order at 3 p.m. <br /> <br />COUNCIL PRESENT REMOTELY: Haas, Klein, Miron, Petryk, Weidt <br />OTHERS PRESENT REMOTELY: Public Works Director Scott Anderson, Finance Director Ron <br />Otkin, Parks Planner Shayla Denaway <br />PRESENT AT CITY HALL: City Administrator Bryan Bear, City Clerk Michele Lindau <br /> <br />Public Works Director Scott Anderson provided background on discussions regarding the <br />proposed Public Works facility. The needs study was completed in February, the Council held a <br />meeting with the Irish Avenue neighborhood in March, and updates were given at recent Parks <br />Commission and City Council meetings. EJ Rudd and Company had been out to do topographic <br />and boundary surveys, and soil borings were done by American Engineering and Testing, but the <br />report had not been completed yet. Site plans and floor plans are nearly complete. The landscape <br />plan had not yet been done. Staff had met with mechanical and electrical engineers who are <br />moving ahead on their designs. The Parks Commission will get an update at their next meeting <br />and the Planning Commission will be updated in June. If Council approves the plans and <br />authorizes the project for bid in July, construction of the building could begin around the first of <br />the year 2021 with a possible move in date of October, 2021. Anderson presented details of the <br />site plan, floor layout, and design options. Council discussed the desire to install a water reuse <br />system, though it was costly. It was suggested the City seek grant opportunities. Staff will <br />evaluate benefits and cost impacts. There were also question on whether the facility was big <br />enough, and Anderson explained it was sized according to the space needs study. There was <br />discussion on how to hold a neighborhood meeting sometime in June, and it was felt it should be <br />done remotely. Staff will set up a way for residents to participate. It was suggested information <br />on the plan be mailed with the notice and/or posted on the City’s website, and comments solicited <br />prior to the meeting. <br /> <br />Klein made motion, Petryk seconded, to adjourn at approximately 4:30 p.m. <br /> <br />Respectfully Submitted, <br /> Michele Lindau <br />City Clerk
