Hugo City Council Meeting Minutes for June 17, 2019 <br />Page 2 of 4 <br /> <br /> <br />4. Approve Pay Voucher No. 3 for the Water Tower No. 4 Improvement Project <br /> <br />All Ayes. Motion carried. <br /> <br />Approval of Claims <br /> <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br /> <br />Approve Special Event Permit for Tough Mudder at Wild Wings July 13-14, 2019 <br /> <br />Tough Mudder had submitted an application for a Special Event Permit to hold a two-day <br />endurance sport event at Wild Wings Game Farm on July 13-14. This would be the fourth year <br />the event has been held at Wild Wings. This required a Special Event Permit approved by <br />Council because there would be approximately 7,720 run participants and 1,480 spectators, <br />impacts to public streets, use of an amplified sound system, and alcohol served. Added this year <br />is the Midwest Toughest Mudder, which is a five mile overnight race. This race would be held <br />on Saturday night from 8 p.m. to 8 a.m. Staff had reviewed the application with Wild Wings, the <br />Hugo Fire Department, and the Washington County Sheriff’s Department and felt the event had <br />been well planned. Adoption of the Consent Agenda approved the Special Event Permit for the <br />Tough Mudder event to be held on July 13-14, 2019, with the conditions attached to the permit. <br /> <br />Approve Temporary Liquor License for the Lions for the Tough Mudder July 13-14, 2019 <br /> <br />The Hugo Lions Club had applied for a Temporary Liquor License to serve beer at the Tough <br />Mudder event on July 13-14. Race participants would receive one free beer with the registration <br />if they are 21+ years of age. Identification would be checked and wristbands would be used. Two <br />deputies would be located in the base area where alcohol is served. Adoption of the Consent <br />Agenda approved the Temporary Liquor License for the Tough Mudder event on July 13-14, <br />2019. <br /> <br />Approve Pay Voucher No. 3 for the Water Tower No. 4 Improvement Project <br /> <br />CB & I had submitted Pay Voucher No. 3 for the Water Tower No. 4 improvement project. Staff <br />had reviewed the request and found it satisfactory for work certified through June 1, 2019. <br />Adoption of the Consent Agenda approved payment of Voucher No. 3 to CB&I in the amount of <br />$129,630.12. <br /> <br />Easement Vacation for Adelaide Landing Outlot B Drainage and Utility Easements <br /> <br />OP5 Adelaide, LLC, had applied for vacation of a drainage and utility easements lying over, under, <br />and across Outlot B, Adelaide Landing. Community Development Director Rachel Juba presented <br />to Council the location of the existing easement stating that Outlot B would be used for future <br />development of Adelaide Landing additions. New drainage and utility easements would be <br />dedicated over the property at the time final plats are recorded. She recommended Council hold <br />the public hearing and approve the easement vacation for Adelaide Landing, Outlot B. <br /> <br />Frank Milhofer, 13765 Foxhill Avenue, stated his property borders both of the existing drainage <br />easements. He noted the water was higher than normal in the ponds, and he asked questions <br />about where the new drainage would go.
