Page 2 <br />The County will operate and maintain the yard waste and SSOM collection site in compliance <br />with state and local regulatory standards. The site is exclusively for yard waste, brush, and <br />SSOM collection operations. The removal of yard waste and SSOM will occur at a minimum of <br />twice per month or when piles exceed 18 feet in height. Yard waste will be removed within 48 <br />hours of receipt of a valid complaint. The County will contract for the yard waste and SSOM to <br />be collected and removed from the site as necessary. Should any hazardous or non-organic waste <br />be discovered on site, the County is responsible for environmental remediation. The County <br />intends for the site to be a temporary location for their operations. Upon finding a permanent <br />location, the County is to restore the property to its original condition and the site will be turned <br />back over to the City. <br /> <br />The proposed site hours are as follows: <br /> <br />December – March <br /> Monday – Friday: closed. <br /> Saturday: 9am – 5pm. <br /> Sunday: 11am – 5pm. <br /> <br />April – November <br /> Monday: 11am – 7pm. <br /> Tuesday: closed. <br /> Wednesday: 11am – 7pm. <br /> Thursday: closed. <br /> Friday: 11am – 7pm. <br /> Saturday: 9am – 5pm. <br /> Sunday: 11am – 5pm. <br /> <br />While the site is open, a site attendant will be on duty and will be assigned duties to facilitate in <br />site operation and management. Brush grinding and other activities on site may not exceed 100 <br />decibels as measured on the property line and may only be conducted Monday through Friday, <br />7am – 7pm and Saturday, 9am – 5pm. Brush grinding on site will be minimal and will occur <br />when 750 yards of brush accumulates. All contractors on site are to comply with site regulations. <br /> <br />3. RECOMMENDATION: <br /> <br />Staff finds that the agreement, operation plan, and site plan presented by Washington County is a <br />good use of the current compost site and will be beneficial to residents.
