H.2 Public Hearing on Easement Vacation for Steve Bona for the Property Located at <br />12812 Ethan Avenue North <br /> <br />Steve Bona is requesting a vacation of the existing drainage and utility easement located over a <br />property located at 12812 Ethan Avenue North. There are two parcels that were platted as part of <br />the Woods of Bald Eagle Lake development in 1998. At that time, the properties were deemed <br />unbuildable, however, were still platted as lots. The applicant has been working with City staff to <br />combine the two parcels and have a buildable lot. The lots have existing drainage and utility <br />easements on the property that were dedicated as part of the Woods of Bald Eagle Lake final <br />plat. The areas for the easements need to be revised to be over the new floodplain areas and <br />removed from the grading areas. New drainage and utility easements will be placed on the lots at <br />the time the of the easement vacation. Staff is comfortable with the applicant’s requests to vacate <br />the drainage and utility easements. Staff recommends that the City Council approve the notice to <br />vacate the drainage and utility easement. <br />I.1 Approve Operating Agreement and Lease for Compost Site <br /> <br />Washington County and the City of Hugo have been working on a cooperative agreement for the <br />operation and management of the Hugo Yard Waste Collection Site. The City originally acquired <br />the site in 1987 from the State of Minnesota by tax forfeiture for the purpose of compost <br />recycling. The compost site is currently operated by the City, serving Hugo residents, and is a <br />deposit site for grass clippings, leaves, and soft organic matter, no brush, twigs, branches or <br />woody materials accepted. Staff is recommending to have the County take over the operation and <br />management of the yard waste collection site from the City in order to expand the service to all <br />Washington and Ramsey County Residents. The expansion of services will include the collection <br />of yard waste to include garden wastes, leaves, lawn clippings, weeds, shrub, and tree waste, <br />along with Source Separated Organic Material (SSOM) or kitchen and food waste. Staff <br />recommends Council approve the Cooperative Agreement for the operation and management for <br />the Hugo yard waste collection site.   <br /> <br />L.1 Update on the Yellow Ribbon Network <br /> <br />Council Member Chuck Haas and Phil Klein will report to Council on the Yellow Ribbon <br />Network activities held recently. <br /> <br />M.1 Hugo Good Neighbor Days June 6-9, 2019 <br /> <br />The Hugo Lions Club will be hosting Hugo Good Neighbor Day on Thursday, June 6 to Sunday, <br />June 9. The Historical Commission will have their display again in the Oneka Room on <br />Saturday and Sunday. New this year is the Backyard Rib Fest on Saturday at 4 p.m. The <br />Council has scheduled this as a meeting. <br /> <br />M.2 Reschedule Victor Gardens HOA Meeting to Monday, July 8, 2019 <br /> <br />The Victor Gardens HOA is again requesting to change the meeting date from June 10, 2019 to <br />July 8, 2019. The purpose of the meeting is to review items that came up at the public hearing <br />concerning the Rosemary Way Apartments on March 15, 2019, which include the roundabout on <br />Rosemary Way and options for parks in the area. Staff recommends Council reschedule this <br />meeting to July 8, 2019 at 7 p.m. in the Oneka Room. <br />
