BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON JUNE 15, 2020 <br /> <br />D.1 Approval of Minutes for the June 1, 2020, City Council Meeting <br /> <br />Staff recommends Council approve the minutes as presented. <br /> <br />F.1 Update on COVID-19 City Response <br /> <br />City Administrator Bryan Bear will provide an update on how the city is responding to the <br />coronavirus pandemic. <br /> <br />F.2 Approval of the City of Hugo COVID-19 Preparedness Plan <br /> <br />Under the last Executive Order released by Governor Walz, critical sector businesses, which <br />includes cities, are required to adopt COVID-19 Preparedness Plan by June 29. Additional <br />guidance for critical businesses will be provided on or before June 15. Staff has drafted a plan in <br />preparation for the June 29 deadline knowing it may need to be changed. Included in the plan is <br />a stipulation for the City Administrator to approve amendments to the plan. Staff recommends <br />Council approve the City of Hugo COVID-19 Preparedness Plan. <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Pay Voucher No. 10 for Water Tower No. 4 Project <br /> <br />Staff has received Pay Voucher No. 10 from CB&I, LLC, for work completed to date on the <br />Water Tower No. 4 project. Staff finds this acceptable for work certified through June 20, 2020. <br />Staff recommends Council approve Pay Voucher No. 10 in the amount of $484,331.54 <br /> <br />G.3 Approve Resolution Approving Variance for Rear Yard Setback at 12160 Falcon <br />Avenue <br /> <br />Richard and Cynthia Degnan, have applied for a variance from the rear yard setback requirement <br />for a proposed accessory building on their property at 12160 Falcon Avenue North. The request <br />is to allow the accessory building to be built 10 feet from the rear lot line where 30 feet is <br />required by ordinance. The property is approximately one acre and is located within the Large <br />Lot Single Family Residential (R-1) zoning district. A public hearing was held at the Board of <br />Zoning Appeals and Adjustments meeting on May 28, 2020. There were no comments on the <br />request, and the Board agreed it met all the criteria necessary for approval. The Board and staff <br />recommend Council approve the resolution approving the variance for 12160 Falcon Avenue <br />North. <br /> <br />G.4 Approve Reduction in Letter of Credit for Oneka Place 3rd Addition <br /> <br />Oneka Place 3rd Addition has had substantial work completed to date and the developer is <br />requesting a reduction in the letter of credit. The current letter of credit is in the amount of <br />$557,141. Staff has inspected the work completed to date and recommends reducing the letter of <br />credit to $213,135. This is 10% of the original letter of credit of $2,131,352.
