Public Works Facility – Irish Ave Park <br />Page 4 <br /> <br /> <br />4. CONTEXT: <br /> <br />A. Surrounding Land Use and Zoning <br /> <br />The properties to the north, east, and south are zoned Agricultural (AG) and are occupied by <br />homes on large lots or are vacant large lots. The properties to the west are zoned Rural <br />Residential (RR) and occupied by homes on large lots. <br /> <br />B. Natural Characteristics of Site <br /> <br />The property is a former gravel pit, asphalt production plant, and rock crushing facility, which <br />has been restored. It is a community park with passive park uses including trails. The area for the <br />Public Works Facility has varied terrain and several wooded areas. There is a small amount of <br />wetlands on the property. The wetlands are not proposed to be impacted with this project. <br /> <br />5. ANALYSIS: <br /> <br />A. Site Plan <br /> <br />The site plan complies with the ordinance standards as follows: <br /> <br />Building Setbacks <br /> <br />The proposed building meets all setback requirements in the Agricultural zoning district. <br /> <br />Building Height <br /> <br />The height of the majority of the building is proposed to be 25 feet, with the highest point at 33 <br />feet. This height complies with the 35 foot maximum height in the Agricultural zoning district. <br /> <br />Building Coverage and Lot Coverage <br /> <br />In the Agricultural zoning district buildings shall be allowed to cover up to 20% of the property <br />and the impervious surface shall be allowed to cover up to 35% of the property. The proposed <br />buildings and pavement complies with this regulation. <br /> <br />Parking <br /> <br />The parking ordinance does not outline specific parking requirements for a Public Works <br />Facility. However, staff used the parking requirements for office and warehouse uses to <br />determine the amount of parking required. The area for the Public Works Facility (phase 1), <br />without the building expansion (phase 2), is required to have 66 total parking spaces. With the <br />building expansion would require 122 total parking spaces. <br />
