Public Works Facility – Irish Ave Park <br />Page 7 <br /> <br />side of the building, which adds some natural materials to the building. The exterior doors and <br />overhead doors are proposed to be compliment the exterior color. Staff will work with the <br />applicant on the proposed color on the overhead doors. The applicant has provided material <br />samples and staff will continue to work with the applicant on the materials and color choices to <br />ensure compatibility. <br /> <br />The salt storage building and material storage building are proposed to use the wood accent <br />materials and concrete materials very similar to the Public Works Facility. The applicant has <br />stated that the salt storage building may be revised to simply be a salt barn (canvas covered) like <br />most salt storage buildings. <br /> <br />Streets and Access <br /> <br />The site has access from 140th Street (CSAH 8). The access location will require an access permit <br />to be issued by Washington County. Washington County provided comments in a letter dated <br />June 18, 2020. They noted that some improvements to the road, such as an eastbound center lane <br />and westbound right turn lane, will be required. This will need to be designed by the applicant <br />and submitted to the County for review and approval. All other items in the letter shall be <br />considered. <br /> <br />Utilities <br /> <br />The proposed building will be served by a septic system and individual well for the site. The <br />well is designed to accommodate building interior sprinkler (fire suppression) needs. The well <br />will accommodate future uses as well, such as for irrigation for ball fields and other potential <br />park facilities. The septic design will need to be shown on the plans, as well as the backup <br />system area. <br /> <br />Stormwater Management <br /> <br />The site is proposing to provide stormwater management with an infiltration basin at the south <br />end and a biofiltration basin at the north end. Additional information is required to confirm <br />requirements are met however it appears the proposed stormwater management features are <br />adequately sized to meet rate control and water quality requirements based on the information <br />submitted. Stormwater reuse is not proposed for the property at this time since the ponds will not <br />hold much water. <br /> <br />6. STAFF RECOMMENDATION: <br /> <br />Staff finds that the proposal meets all the requirements necessary for the City to approve the site <br />plan as outlined in the City Code, if the conditions are met in the attached resolution. <br /> <br />Staff recommends approval of the site plan for the Public Works Facility to be located Irish <br />Avenue Park located at 14420 Irish Avenue North. <br /> <br />
