S:\Administration\City Council\2020 City Council Meetings\Scans\2020.07.20\Authorize preparation of feasibility study.docx 701 XENIA AVENUE S | SUITE 300 | MINNEAPOLIS, MN | 55416 | 763.541.4800 | WSBENG.COM Memorandum

To: Honorable Mayor and City Council
Bryan Bear, City Administrator

From: Mark Erichson, City Engineer

Date: July 16, 2020

Re: 2021 Downtown Improvement Project
WSB Project No. 015887-000

Staff has worked to develop a 5-year Capital Improvement Plan for roadway
infrastructure which was approved at the July 6th City Council meeting as part of the
City’s overall 5-year Capital Improvement Plan. Next year’s improvement project is
identified as the 2021 Downtown Improvement Project and includes the extension of
147th Street from Finale Avenue to Oneka Boulevard, reconstruction of 147th Street from
just west of TH 61 to Finale Avenue, Flay Avenue north of 147th Street, Upper 146th
Street, 146th Street, Finley Avenue, and Fitzgerald Avenue (see attached project location
map).

As you are aware, as Lions Park feasibility study was previously Authorized, the
adjacent proposed Hugo Gardens project continues to make progress on their
development plans, and planning to expand the County Road 8 water reuse project to
accommodate Lions Park, City Hall, Hugo Gardens, Keystone Place, 147th Street and
Finale Avenue Boulevards is ongoing. It is important to begin the feasibility study for the
2021 Downtown Improvement Project to make sure the projects are all appropriately
coordinated as they are all adjacent to one another.

Staff is requesting authorization to prepare the feasibility study for the 2021 Downtown
Street Improvement project. If authorized, staff will notify residents of this effort and
coordinate an early informational meeting (format to be determined) about the proposed
project.
