The developer is <br />requesting flexibility from some of those standards: <br /> <br /> <br />Staff supports the change to building and parking setbacks requested along the public <br />street with the creation of the street edge through landscaping as envisioned in the City <br />Downtown Plan and Design Guidelines. <br /> <br />Building Architecture <br /> <br />All apartments are required to comply with the City of Hugo Multi-Family Development <br />Design Guidelines adopted December 19, 2005. The general intent of the design <br />guidelines is to improve the overall quality of development and to avoid monotony in new <br />developments. <br /> <br />The applicant has provided architectural elevations of all buildings and an electronic <br />material sample board to show the type, color, and materials used in all proposed <br />external surfaces. As proposed, the development generally meets the design guidelines: <br /> <br />• Building Mass: Units should be articulated to break up the building mass. <br />Rooflines and building faces should be broken up at least every 50 feet. <br /> <br />The buildings are well-designed with good articulation to the building face to provide <br />interest and variety.
