Minutes for the Planning Commission Meeting of Thursday, February 27, 2020 <br />Chair Kleissler called the meeting to order at 7:00 p.m. <br />PRESENT: Arcand, Derr, Fry, Kleissler, Mulvihill, Tjernlund. <br />ABSENT: Lessard, Luchsinger. <br />STAFF: Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br />Pledge of Allegiance. <br />Approval of Minutes for the Planning Commission Meeting of January 23, 2020 <br />Commissioner Arcand made a motion, seconded by Commissioner Tjernlund to approve minutes for the <br />meeting of January 23, 2020. <br />All ayes. <br />Motion carried. <br />The Meadows at Hugo Sketch Plan, Golden Valley Land Company <br />Staff provided a background on The Meadows at Hugo Sketch Plan that was submitted by Golden Valley <br />Land Company. The applicant had previously attended the Parks Commission meeting on March 20, 2019 <br />and the Planning Commission meeting on March 28, 2019 and received feedback from staff as well as the <br />Commissioners. The applicant has since submitted a new sketch plan and staff provided an overview of <br />the changes. The applicant requested that the Planning Commission provide feedback on the overall layout <br />of the sketch plan, lot sizes, and setbacks for the site. <br />Matt Pavek from Civil Site Group addressed the Planning Commission on behalf of the applicant. Pavek <br />stated that the development team has been working the DNR to address the shoreland overlay district <br />requirements and believes the sketch plan reflects those requirements. Pavek also highlighted that they <br />have added trail connections, saved additional wetlands, and altered the layout with the new sketch plan <br />submitted. They are specifically looking for setback flexibility with their PUD request. The plan shows <br />50 foot lots with 5 foot side yard setbacks. The proposed villa products will be 40 feet wide and 70 feet <br />deep. The applicant stated that should they remove lots from the sketch plan, they will not meet the density <br />requirements. Pavek asked the Planning Commission to discuss the proposal. <br />The Planning Commission continued to discuss the project and asked the applicant clarifying questions. <br />Chair Kleissler stated that she would like to see images of the proposed homes. Pavek stated that a builder <br />has not been identified for the project. They are expecting a slab on grade, villa style product that are <br />single story with the option to have a loft. Staff mentioned that without building elevations, staff is not <br />comfortable making a recommendation on the product type. However, staff believes a product that features <br />a garage that is flush with the front of the home is more desirable than a garage -forward design. <br />
