Zoning amendment request to rezone from the Long Term Agricultural Zoning District to the Agricultural Zoning District for the property located at 15500 Keystone Avenue North. DATE: March 30, 2020 for the April 9, 2020 Planning Commission Meeting. ZONING: Long Term Agricultural District (LA) REVIEW DEADLINE: June 17, 2020 1. DESCRIPTION OF REQUEST: Charles and Marykay Haas are requesting to rezone their property from the Long Term Agricultural Zoning District to the Agricultural Zoning District. 2. BACKGROUND: The Minnesota Agricultural Land Preservation Program was established with the passage of the Agricultural Land Preservation Policy Act of 1984, which consists of tools for agricultural land preservation at the local level and a program to create awareness of agricultural land preservation and conservation tools. With this act, counties adopting agricultural land preservation plans can offer agricultural preserves, which limits the use of the land to agriculture or forestry. In return, property owners that opt into the program receive property tax credits and protection for normal agricultural practices. The program also provides tax relief for agricultural and conservation land by requiring the City Assessor to base any assessment on the land's agricultural value, protecting the property from substantial tax levy increases, and protecting the land from special assessments. In order to offer the benefits of agricultural preserves to property owners, a county must have an approved agricultural land preservation plan.
