Agenda Number DA <br />CITY OF HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br />PLANNING AND ZONING APPLICATION <br />STAFF REPORT <br />TO: Hugo Planning Commission <br />FROM: Rachel Juba, Community Development Director <br />SUBJECT: Tony Harmening — Planned Unit Development (PUD), Preliminary <br />Plat, and Site Plan Applications for the Cattle House Restaurant <br />DATE: April 15, 2020, for the Planning Commission Meeting of April 23, 2020 <br />COMPREHENSIVE PLAN: Mixed -Use (MIX) <br />ZONING: Central Business (C-1) <br />REVIEW DEADLINE (120-days): June 30, 2020 <br />DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a planned unit development (PUD), preliminary plat, and <br />site plan to construct an approximately 5,700 square foot restaurant building for Cattle House <br />Restaurant. The PUD general plan will be for all 4.2 acres of the property and is proposed to be <br />rezoned from Central Business (C-1) to Planned Unit Development (PUD). The property is <br />located on the east side of Highway 61 in downtown along Egg Lake. The property includes <br />wetlands and floodplain along Egg Lake for a total buildable acreage of 4 acres. The property is <br />currently owned by the City of Hugo and the applicant has a purchase agreement to purchase a <br />portion of the property totaling approximately 2 acres and is Phase 1 of the proposed <br />development. <br />The PUD general plan includes the restaurant for Phase 1 and for Phase 2 a 4,000 square foot <br />event center and three retail/office buildings totaling 10,100 square feet. Phase 1 will only be <br />approved. Phase 2 will need to go through another land use application review process at the time <br />of development. The preliminary plat will include one commercial lot and one outlot to be <br />known as "Shores of Egg lake". The site plan approval is for 2 acres on the north side of the <br />property and includes the Cattle House restaurant, outdoor gathering spaces/amenities along the <br />lake, and a parking lot. The site plan shows an expansion for an event center, but that is not being <br />approved at this time. The applicant will need to apply for site plan approval for the expansion. <br />
