NO ROAD CLOSURES SHALL BE PERMITTED WITHOUT <br />APPROVAL BY THE CITY. <br />21. ALL STRUCTURES, PUBLIC AND PRIVATE, SHALL BE ADJUSTED TO <br />PROPOSED GRADES WHERE REQUIRED.
