Ms. Rachel Juba <br />June 19, 2020 <br />Page 2 <br />Stormwater Management <br />The site is proposing to provide stormwater management with an infiltration basin at the <br />south end and a biofiltration basin at the north end. Additional information is required to <br />confirm requirements are met however it appears the proposed stormwater management <br />features are adequately sized to meet rate control and water quality requirements based on <br />the information submitted. Stormwater reuse is not utilized for this site considering we are <br />able to infiltrate stormwater. <br />Stormwater plan and model comments have been provided to applicant and will need to be <br />addressed in future submittals for documentation and permitting purposes. <br />Wetland <br />8. We received a wetland delineation report and Joint Application requesting approval of the <br />wetland boundaries and types on June 1, 2020, which was noticed to the Technical <br />Evaluation Panel on June 3, 2020. The area delineated will be expanded slightly and the <br />subsequent report amended to accommodate a slightly larger project area than what was <br />originally completed. This amendment will be distributed to the TEP early the week on J8une <br />22nd and a subsequent site visit the week of June 22nd or 29tn. The comment period ends <br />June 20tn <br />9. The applicant should demonstrate that hydrology to wetlands will be maintained with the <br />installed stormwater features. <br />10. The application is expected to be approved as is or with little change, and there is no <br />anticipate wetland impacts based on the current site plans. <br />County Comments <br />11. The Washington County Comprehensive Plan 2040 identifies 120 feet of future right-of-way <br />along this section of CSAH 8. There is currently 100 feet of right-of-way. Although this is not a <br />subdivision plat, the county requests a minimum 10-foot dedicated roadway easement. Staff <br />will discuss this further with Washington County. <br />12. The access drive along CSAH 8 should be aligned with the driveway on the south side of the <br />roadway east of the currently proposed location. A Washington County Access permit will be <br />required. <br />13. Based on the anticipated daily traffic volumes for the maintenance facility, we expect that an <br />eastbound center left turn lane and a westbound right turn lane will be required along CSAH 8. <br />Such improvements, while important, may have impacts to adjacent properties and/or <br />significant trees, and thus the design and alignment of these improvements should be carefully <br />considered. <br />14. The developer or the City must submit the drainage report and conclusions to our office for <br />review of any downstream impacts to the county drainage system. Along with the drainage <br />calculations, the conclusions that the volume and rate of stormwater run-off into the county <br />right -of way will not increase as part of the project. <br />15. Any grading within County right-of-way will require a Washington County Right -of -Way <br />Permit. <br />16. All utility connections for the development require Washington County Right -of -Way permits. <br />Typically, these are the responsibility of the utility companies. <br />
