Sandberg, P.E., Deputy Director, <br />County Engineer <br />Thank you for providing Washington County with the plans for the City of Hugo maintenance facility <br />located north of County State Aid Highway (CSAH) 8 (140th Street) between Irish Avenue North and Hyde <br />Avenue North in the City of Hugo. The project includes a new maintenance facility, driveway, and parking <br />storage lot. Future improvements will include a community room and additional parking areas. Based on <br />the plans provided, we have the following comments: <br />• The 2019 traffic count along the section of CSAH 8 is 2650 average annual daily trips <br />(AADT). The Washington County Comprehensive Plan 2040 does not project traffic counts <br />to increase significantly over the planning period. <br />• The Washington County Comprehensive Plan 2040 identifies 120 feet of future right-of-way <br />along this section of CSAH 8. There is currently 100 feet of right-of-way. Although this is <br />not a subdivision plat, the county requests a minimum 10 foot dedicated roadway <br />easement. <br />• The access drive along CSAH 8 should be aligned with the driveway on the south side of the <br />roadway east of the currently proposed location. A Washington County Access permit will <br />be required. <br />• Based on the anticipated daily traffic volumes for the maintenance facility, we expect that <br />an eastbound center left turn lane and a westbound right turn lane will be required along <br />CSAH 8. Such improvements, while important, may have impacts to adjacent properties <br />and/or significant trees, and thus the design and alignment of these improvements should <br />be carefully considered. <br />• The developer or the City must submit the drainage report and conclusions to our office <br />for review of any downstream impacts to the county drainage system.
