<br />2021 Proposed Tax Levy <br />Page 2 <br /> <br />Debt Service Tax Levies <br /> <br />This levy is required under the terms of the 2011 Improvement Bond bondholder agreement and per the <br />terms of the official statement of the 2020 Capital Improvement Plan Bond. These taxes are used to make <br />principal and interest payments on general obligation bonds issued by the city. The total levy for debt <br />service in 2021 is $493,123. <br /> <br />General Operating Levy <br /> <br />The levy for general operating purposes is $6,075,310. This levy is used, along with non‐property tax <br />revenues, to fund general government, public safety, public works, and other city operations. This levy is <br />needed to balance the general fund with no structural deficit (i.e. transfers from other funds). <br /> <br />The proposed tax levy contains a $200,000 appropriation to provide for flat tax rate stabilization should <br />the taxable market value of property decline due to an economic downturn. It also provides for step <br />increases, a 3% cost‐of‐living adjustment, and health insurance premiums for eligible employees for the <br />2021 calendar. <br /> <br />Street Capital Improvement Program Levy <br /> <br />This levy, first instituted in 2006, is used to defray a portion of the city’s share of street reconstruction <br />projects. The proposed levy for 2021 is $1,160,000. When combined with state construction aid, these <br />funds will allow us to continue improving our network of streets without the need to issue additional <br />debt. <br /> <br />Future Lions Park Improvement Levy <br /> <br />This levy is to begin a revenue stream for the eventual issuance of bonds for improvements to Lions Park. <br /> <br />Storm Water Improvement Levy <br /> <br />This levy is needed to fund water reuse projects and improvements to our drainage systems, including the <br />repair and/or replacement of catch basins. Eventually funds will be needed to maintain our system of <br />drainage ponds. This levy is in the amount of $278,788. <br /> <br />Equipment Purchasing Levy <br /> <br />This levy, in the amount of $240,000, is needed to replace big ticket equipment items in the Public Safety <br />and Public Works Departments that exceeded their useful life. These items include plow trucks, pickup <br />trucks, dump trucks, and firefighting vehicles. <br /> <br /> <br /> <br />
