BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />MONDAY, SEPTEMBER 21, 2020 <br /> <br />D. 1 September 7, 2020, City Council Meeting <br />D.2 September 15, 2020, Midyear Budget Workshop <br /> <br />Staff recommends Council approve the above meeting minutes as presented. <br /> <br />F.1 Update on COVID-19 City Response City Administrator Bryan Bear will provide an <br />update on the City’s response to the COVID pandemic. <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Annual Performance Review for City Clerk Michele Lindau <br /> <br />Michele Lindau was hired as the new City Clerk in the City of Hugo on January 1, 2008. <br />Michele was originally hired by the City of Hugo as a part time employee in 1997 and a full time <br />employee beginning May 1, 1999. City Administrator Bryan Bear recommends Council approve <br />the annual performance review for City Clerk Michele Lindau. <br /> <br />G.3 Approve Annual Performance Review for Public Works Worker Paul Christianson <br /> <br />Paul Christianson was hired as a Public Works Worker on September 27, 2004. Public Works <br />Director Scott Anderson recommends Council approve the annual performance review for Public <br />Works Worker Paul Christianson. <br /> <br />G.4 Approve Annual Performance Review for Finance and Public Works Administrative <br />Assistant Amber Lozier <br /> <br />Amber Lozier was hired as the Finance and Public Works Administrative Assistant on October <br />8, 2018. Amber Lozier had worked for the City as a temporary scanning technician since <br />February, 2015. Finance Director Ron Otkin recommends Council approve the Annual <br />Performance Review for Amber Lozier. <br /> <br />G.5 Approve Resolution Approving Preliminary Tax Levy for 2021 <br /> <br />At its September 15, 2020, mid-year budget workshop, the City Council listened to a <br />presentation from Finance Director Ron Otkin highlighting revenues and expenditures to-date as <br />well as projections for the 2021 fiscal year. It was the consensus of the Council that the 2021 <br />preliminary tax levy provide for no increase in the urban tax rate. The total proposed 2021 <br />property tax levy of $8,916,507 will keep the urban tax rate at 39.186% of tax capacity. The <br />Finance Director believes this levy is sufficient to fund the operating and capital budgets in 2021 <br />and meets the objectives of the City Council and recommends the City Council approve the <br />Resolution Approving the Preliminary Tax Levy Payable in 2021. <br />
