BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />MONDAY, NOVEMBER 16, 2020 <br /> <br />D.1 Minutes for October 19, 2020 Council Meeting <br />D.2 Minutes for the November 12, 2020 Board of Canvass <br /> <br />Staff recommends Council approve the above meeting minutes as presented. <br /> <br />F.1 Update on COVID-19 City Response and Discussion on On-Sale Liquor License Fees <br /> <br />City Administrator Bryan Bear will provide an update on the City’s response to the COVID <br />pandemic and discuss with Council a reduction on on-sale liquor license fees for restaurants/bars. <br /> <br />F.2 Food Shelf Update and Request for Fee Waivers – President Chris Dufresne <br /> <br />Food Shelf Board President Chris Dufresne will provide an update to the City Council on the <br />food shelf. The food shelf has received a Community Development Block Grant through <br />Washington County for a small expansion to the existing food shelf building. The food shelf has <br />applied for site plan approval from the City for the expansion. They are requesting that the City <br />Council waive City administrative fees for the permits and site plan review. This does not <br />include any SAC or WAC fee, Met Council Fee, Electrical Permit, or engineering review. The <br />fees were also waived in 2014 for construction of the existing food shelf. Staff recommends the <br />City Council waive the administrative fees for the site plan and building permit for the new <br />addition to the existing food shelf building. <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Annual Performance Review for Finance Coordinator Anna Wobse <br /> <br />Anna Wobse was hired as the City’s Accounting Clerk on October 27, 2008, and has worked <br />under the direction of Finance Director Ron Otkin in accounts payable and payroll functions. At <br />its March 19, 2018, meeting, Council approved Anna as the new Finance Coordinator. Finance <br />Director Ron Otkin recommends Council approve the annual performance review for Finance <br />Coordinator Anna Wobse. <br /> <br />G.3 Approve Annual Performance Review for Community Development Assistant Emily <br />Weber <br /> <br />Emily Weber was hired as a Community Development Assistant starting November 26, 2018. <br />Community Development Director Rachel Juba recommends Council approve the annual <br />performance review of Community Development Assistant Emily Weber. <br /> <br /> <br />
