Agenda Number: D.1 <br />CITY OF HUGO <br />PLANNING AND ZONING <br />APPLICATION STAFF REPORT <br />TO: Hugo Planning Commission <br />FROM: Emily Weber, Community Development Assistant <br />SUBJECT: Grundhofer's Old Fashion Meats, 15449 Forest Boulevard North — Site Plan, <br />CUP Amendment, and Variance. <br />DATE: September 18, 2020 for the Planning Commission Meeting of September 24, <br />2020. <br />ZONING: General Business District (C-2) <br />60-DAY REVIEW DEADLINE: October 16, 2020 (60-days) <br />1. DESCRIPTION OF REQUEST: <br />Grundhofer's Old Fashion Meats is requesting site plan approval for an approximately 2,450 <br />square foot addition to the existing 2,880 square foot building on site. The addition will be used <br />to receive product and expand their coolers. The existing meat market retail area will remain the <br />same. The addition will also connect to the adjacent garage behind the market. The existing <br />buildings on site are legal nonconforming in regard to the side yard setback requirement and the <br />applicant is requesting a variance from the side yard setback requirements for the addition. The <br />applicant is proposing a 12 foot side yard setback, where 30 feet is required by ordinance. <br />The applicant is also requesting approval of a CUP amendment. The existing conditional use <br />permit was approved in 2006 and allows the meat processing facility as an accessory use to the <br />meat market in accordance to the site plan dated September 28, 2006. The applicant is requesting <br />the conditional use permit be amended to reflect the new site plan. <br />2. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The property is zoned General Business District (C-2) and is guided as Commercial (COM) in <br />the 2040 Land Use Plan. The properties to the north and south are also zoned C-2. The properties <br />to the west, across Highway 61, and to the east are zoned Single -Family Detached Residential <br />(R-3). The Oneka Ponds development is directly east of the property. <br />
