MINUTES FOR THE EDA MEETING OF SEPTEMBER 15, 2020 <br />Meeting held remotely pursuant Minn. Stat. Sec. 1313.021 <br />Chair Weidt called the meeting to order at 5:32 pm. <br />PRESENT: Denaway, Gallivan, Houle, Klein, Petty, Puleo, and Weidt. <br />ABSENT: None. <br />Note: Due to technological difficulties, Gallivan was able to view and hear the meeting, but was not <br />able to participate. <br />STAFF: Bryan Bear, City Administrator <br />Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br />APPROVAL OF MINUTES FOR THE EDA MEETING OF AUGUST 18. 2020 <br />Commissioner Klein made a motion, Commissioner Petty seconded, to approve minutes for the EDA <br />meeting of August 18, 2020. <br />Ayes: Denaway, Houle, Klein, Petty, Puleo, and Weidt. <br />Nay: None. Motion Carried. <br />CONCEPT PLAN ON CITY OWNED PROPERTY <br />Denny Trooien presented a Downtown Hugo concept plan to the EDA that highlighted a mix of retail, <br />commercial, and restaurant users. The site plan emphasized walkability and shows a boardwalk along <br />Egg Lake. Trooien asked the EDA to discuss the proposal and would like to continue to work with staff <br />to enter into an option agreement with the City. The EDA generally agreed that it would be <br />appropriate to consider Tooien's project and that the project would meet the criteria necessary to <br />grant the land for $1. <br />Chair Weidt made a motion to direct staff to work with Denny Trooien on his Downtown project <br />proposal. Seconded by Klein. <br />Ayes: Denaway, Klein, Petty, Puleo, and Weidt. <br />Abstained: Houle <br />Nay: None. Motion Carried. <br />UPDATE ON CARES ACT BUDGET — BUSINESS GRANTS <br />Staff provided an update on the Hugo Cares Business Grant program that the City approved. The <br />application became available to local, private and nonprofit businesses on September 9, 2020 and will <br />remain open until October 1, 2020. The City approved $200,000 to be allocated towards the program <br />and individual businesses may apply for up to $10,000. Staff will review the applications on a first <br />
