Policy and Procedures for a Public Hearing <br />1.The Presiding Officer (Mayor, Acting Mayor or <br />Chair) will announce the agenda item and ask for the <br />Staff Report. <br />2.Staff will present their report. <br />3.Council or Commission members will ask City Staff <br />questions. <br />4.The Presiding Officer will open up the public hearing <br />for anyone present who wishes to comment on the <br />agenda item. <br />This is the time for the public to make comments <br />or ask questions. <br />5.After everyone in the audience wishing to speak has <br />given his/her comments, the Presiding Officer shall <br />close the public hearing. <br />6.The Council or Commission will discuss the item. <br />No further public comments are allowed. <br />7.The Council or Commission will make a <br />recommendation(s) and/ or a decision. <br />Addressing the Council or Commission <br />Any person desiring to address the Council or <br />Commission shall first secure the permission from the <br />Presiding Officer. <br />Each person shall approach the podium and state <br />his/her full name and address in an audible tone for <br />the permanent record. <br />Comments should be limited to five (5) minutes <br />unless further time is granted by the Presiding Officer. <br />All comments should be directed to the Council or <br />Commission as a body and not to any individual <br />Member or City Staff Member unless permission is <br />granted by the Presiding Officer. No person shall be <br />permitted to enter into any discussion, either directly or <br />through a member of the Council without the <br />permission of the Presiding Officer. <br />Meeting Etiquette <br />Order and decorum must be preserved while the <br />meeting is in session. A resident shall not by <br />conversation or otherwise, delay or interrupt the <br />proceedings or the business of the meeting; nor disturb <br />any resident, Council Member or Commissioner while <br />speaking; nor refuse to obey the orders of the Council <br />or Commission.
