The City follows a “reduce, reuse, and replenish” philosophy, which includes <br />implementing irrigation and infiltration systems that reduce runoff, improve water quality, and <br />replenish groundwater. By replenishing groundwater, Hugo’s regional stormwater reuse systems <br />provide benefits that extend beyond the City and watershed’s stormwater management <br />requirements. <br /> <br />In 2019 the City applied for the Rice Creek Watershed District (RCWD) Urban Stormwater <br />Remediation Cost-Share Program to fund the County Road 8 (CSAH 8) Stormwater Reuse <br />project. The City was awarded $100,000 to fund this project. In 2020, the City has been able to <br />expand its partnerships to include the RCWD, Metropolitan Council (MCES) and the Minnesota <br />Board of Water & Soil Resources (BWSR) to design and construct the County Road 8 (CSAH 8) <br />Stormwater Reuse system. The City has now procured grant funding from each partner to help <br />fund the project, totaling $542,400, with an additional $76,000 in grant funds still pending. To <br />obtain all the grant funding, the City is required to contribute $110,600 matching funds towards <br />the project’s design and construction. The total project costs are currently estimated to be <br />approximately $729,000. <br /> <br />Funding Source Amount <br />MCES Grant Funds $50,000 <br />BWSR CWF Project and Practices Grant $392,400 <br />Rice Creek Watershed District* $176,000 <br />Cost Share Required by City $110,600 <br />Total $729,000 <br />*$76k in grant funds still pending <br /> <br />The CSAH 8 Stormwater Reuse System will reconnect irrigation systems, serving 22 acres along <br />CSAH 8, Lions Park, Keystone Place, Hugo Gardens, Lions Park, and City Hall, resulting in <br />improved surface water quality through phosphorus reduction, decreased groundwater demand, <br />and volume reduction. The CSAH 8 reuse system will pump water from the stormwater pond <br />located in the NE quadrant of CSAH 8 and Oneka Parkway to the existing and future irrigation <br />systems, conserving an estimated 14 million gallons of water annually. The attached figure <br />depicts the project area. <br /> <br /> <br />
